Malaysian Technical Cooperation Programs (MTCP) Scholarship 2025: For International Students

The Malaysian Technical Cooperation Programme (MTCP) Scholarship is designed for high-potential and excellent graduates from MTCP recipient countries who intend to pursue full-time postgraduate (Master’s) studies in Malaysia. This scholarship provides a comprehensive package of benefits, including tuition fees and various allowances.

Established in 1980, the Malaysian Technical Cooperation Programme (MTCP) signifies Malaysia’s commitment to South-South Cooperation by sharing its development experiences and expertise with other developing countries.

Objectives of the MTCP:

• To share experience with other developing countries.
• To strengthen bilateral ties with developing countries.
• To encourage and promote South-South Cooperation.
• To encourage and promote technical cooperation within developing countries.

MTCP Scholarship

The MTCP Scholarship, sponsored by the Malaysian government, is dedicated to international students from the developing world to pursue their postgraduate studies in Malaysia. It aims to equip scholars with the necessary knowledge and skills that could contribute to the development of their home countries. The scholarship duration ranges from 24 to 36 months for a master’s degree program.

Application Period

The online application system will be available from 12 May 2025 until 13 June 2025.

Eligibility Criteria

To be eligible for the MTCP Scholarship, applicants must meet the following criteria:

1. Citizenship: Must be citizens of the MTCP recipient countries.
2. Age: Not more than 45 years old at the time of application.

3. Academic Qualifications: For the master’s degree program, applicants should have obtained a minimum of Second Class Upper (Honors) or a minimum CGPA of 3.5 or equivalent at the undergraduate degree level.
4. English Language Proficiency: Applicants must provide proof of English Language Proficiency through tests such as IELTS (minimum total score 6) or TOEFL internet-based test (minimum total score 60). Alternatively, they must have obtained a degree with English as the medium of instruction.
5. Health: Applicants must be in excellent health, certified by a doctor/physician. The cost of the medical check-up is fully borne by the applicant.
6. Study Commitment: Applicants must undertake full-time study for postgraduate programs (Master’s Degree) at selected Malaysian universities.

Required Documents

Applicants must submit the following documents, scanned and saved in PDF format:

1. Application Form: To be filled in the online system.
2. Recommendation Letters: Two letters of recommendation from referees.Download
3. Statement of Intent: A document outlining the applicant’s intentions and goals.

4. Academic Transcript: Certified copies of academic transcripts reflecting all courses taken throughout the degree program, along with an official document from the alma mater describing the university’s grade system.
5. Curriculum Vitae: A detailed CV.
6. English Language Proficiency Test: Certified copy of the test result or an official letter from the previous institution declaring English as the medium of instruction.
7. Passport: Certified copy of the passport with a minimum of 18 months validity. 
8. Medical Examination Report: A recent medical examination report. Download 
9. COVID-19 Vaccination Proof: Certified copy of the COVID-19 vaccination proof.

Scholarships Benefits

The MTCP Scholarship covers various expenses, including:

1. Tuition Fees: Full coverage of tuition fees.
2. Allowances: Monthly allowances totalling RM3,500.00, which include the cost of living, books, tools, house rental, placement, thesis, travel, practical training, end of study, medical, and insurance allowances.
3. Travel: One-off return economy-class airline ticket from the student’s closest international airport to Malaysia and back.

1. Science, Technology, and Engineering (excluding nursing, medicine, and clinical pharmacy)
2. Economics, Finance, Management, and Banking
3. Social Science and Humanities
4. Information and Communication Technology
5. International Relations and Political Science
6. Agriculture and Aquaculture
7. Education

Terms and Conditions

1. Scholars must undertake a full-time Master’s Degree program in Malaysia.
2. Scholars must not change their programs during the tenure of the scholarship without written permission.
3. Scholars must abide by Malaysian laws and the university’s rules and regulations.
4. Any suspension from the university will result in the suspension of the scholarship.

5. Scholars must maintain satisfactory academic progress.
6. The scholarship is tenable only in Malaysian universities and research must be carried out in Malaysia.
7. Scholars are not allowed to take any paid employment during their tenure without written approval.
