Malaysian International Scholarship MIS 2025 for International Students:

Applications are now open for the Malaysian International Scholarship (MIS) 2025 in Malaysia, offered by the Government of Malaysia. International students are eligible to apply for the Malaysian International Scholarship. The MIS is open to studying for a master's degree and a PhD degree in Malaysia. This is the best chance to study at different Malaysian universities. This Malaysian scholarship for students aims to support the Malaysian government's effort to attract, motivate, and retain talented human capital from abroad. Gifted students from diverse backgrounds are welcome to apply for the MIS Scholarship at the postgraduate level. 

The Malaysia International Scholarship (MIS) is a Malaysian government initiative that attracts talented minds from around the world to pursue postgraduate studies in Malaysia. Scholarships align with Malaysia’s efforts to attract, encourage, and retain talented human capital from abroad, aiming to emerge as one of the world’s leading centers of academic excellence.

International graduates with excellent academic and co-curricular backgrounds are welcome to apply for this scholarship to further their education at Malaysia’s leading universities and institutions of higher learning, as well as to explore Malaysia’s hospitality and globalization, all while enjoying a high-quality higher education experience.

Financial Benefits:

The Malaysian International Scholarship (MIS) 2024-25 in Malaysia is a fully funded scholarship. It will only cover basic expenses given below.

  • This scholarship will cover tuition fees.
  • A monthly living allowance of RM 1,500.00 will be given per month.
  • Successful applicants are expected to independently arrange their travel to Malaysia (at their own expense). Travel expenses will not be provided by the Government of Malaysia.
  • All applicants are highly advised to check the expected living expenses in Malaysia.

Almost all academic fields are available under the Malaysian Government Scholarship for both master's and Ph.D. programs through the MIS Scholarship in Malaysia.

Documents Required:

All documents below are COMPULSORY and to be uploaded via online application (scanned and save in PDF format):

  • Application form.
  • A certified copy of a passport as evidence of nationality (minimum of 6 months’ validity).
  • A certified copy of the academic transcript.
  • A record of all the courses taken throughout the degree programs must be reflected in the academic transcripts.
  • Applicants must submit transcripts of their undergraduate studies and
  • Applicants must submit an official document issued by the applicants’ university describing the university’s grade system. If an applicant’s transcript does not include information on CGPA, marks, or score percentile. Documents must be certified.

  • A certified copy of English Language Proficiency.
  • Letter of Recommendation from two (2) referees (e.g., lecturer, supervisor, or immediate superior, etc.)
  • Endorsement form.
  • Admission letter from Malaysian University (if applicable)
  • Curriculum Vitae.

Eligibility Criteria:

Applicants have to meet the following criteria to apply online for the Malaysian International Scholarship (MIS):

  • Not more than 40 years for a Master’s degree and 45 years of age for a PhD degree.
  • For the Master’s degree, applicants should obtain a minimum of Second Class Upper (Honors) or a minimum CGPA of 3.5 at a bachelor's degree.
  • Ph.D. applicants should obtain a minimum CGPA of 3.5 or very good results at the master's degree level in a similar field of intended Ph.D. study.
  • A written proposal with a minimum of 1,000 words that is relevant to the field of study.
  • Proof of English language proficiency, such as an IELTS or TOEFL score. Optional

Malaysian Technical Cooperation Programs (MTCP) Scholarship 2025: For International Students

The Malaysian Technical Cooperation Programme (MTCP) Scholarship is designed for high-potential and excellent graduates from MTCP recipient countries who intend to pursue full-time postgraduate (Master’s) studies in Malaysia. This scholarship provides a comprehensive package of benefits, including tuition fees and various allowances.

Established in 1980, the Malaysian Technical Cooperation Programme (MTCP) signifies Malaysia’s commitment to South-South Cooperation by sharing its development experiences and expertise with other developing countries.

Objectives of the MTCP:

  • To share experience with other developing countries.
  • To strengthen bilateral ties with developing countries.
  • To encourage and promote South-South Cooperation.
  • To encourage and promote technical cooperation within developing countries.

MTCP Scholarship

The MTCP Scholarship, sponsored by the Malaysian government, is dedicated to international students from the developing world to pursue their postgraduate studies in Malaysia. It aims to equip scholars with the necessary knowledge and skills that could contribute to the development of their home countries. The scholarship duration ranges from 24 to 36 months for a master’s degree program.

Application Period

The online application system will be available from 12 May 2025 until 13 June 2025.

Eligibility Criteria

To be eligible for the MTCP Scholarship, applicants must meet the following criteria:

  1. Citizenship: Must be citizens of the MTCP recipient countries.
  2. Age: Not more than 45 years old at the time of application.

  1. Academic Qualifications: For the master’s degree program, applicants should have obtained a minimum of Second Class Upper (Honors) or a minimum CGPA of 3.5 or equivalent at the undergraduate degree level.
  2. English Language Proficiency: Applicants must provide proof of English Language Proficiency through tests such as IELTS (minimum total score 6) or TOEFL internet-based test (minimum total score 60). Alternatively, they must have obtained a degree with English as the medium of instruction.
  3. Health: Applicants must be in excellent health, certified by a doctor/physician. The cost of the medical check-up is fully borne by the applicant.
  4. Study Commitment: Applicants must undertake full-time study for postgraduate programs (Master’s Degree) at selected Malaysian universities.

Required Documents

Applicants must submit the following documents, scanned and saved in PDF format:

  1. Application Form: To be filled in the online system.
  2. Recommendation Letters: Two letters of recommendation from referees.Download
  3. Statement of Intent: A document outlining the applicant’s intentions and goals.

  1. Academic Transcript: Certified copies of academic transcripts reflecting all courses taken throughout the degree program, along with an official document from the alma mater describing the university’s grade system.
  2. Curriculum Vitae: A detailed CV.
  3. English Language Proficiency Test: Certified copy of the test result or an official letter from the previous institution declaring English as the medium of instruction.
  4. Passport: Certified copy of the passport with a minimum of 18 months validity. 
  5. Medical Examination Report: A recent medical examination report. Download 
  6. COVID-19 Vaccination Proof: Certified copy of the COVID-19 vaccination proof.

Scholarships Benefits

The MTCP Scholarship covers various expenses, including:

  1. Tuition Fees: Full coverage of tuition fees.
  2. Allowances: Monthly allowances totalling RM3,500.00, which include the cost of living, books, tools, house rental, placement, thesis, travel, practical training, end of study, medical, and insurance allowances.
  3. Travel: One-off return economy-class airline ticket from the student’s closest international airport to Malaysia and back.

Terms and Conditions

  1. Scholars must undertake a full-time Master’s Degree program in Malaysia.
  2. Scholars must not change their programs during the tenure of the scholarship without written permission.
  3. Scholars must abide by Malaysian laws and the university’s rules and regulations.
  4. Any suspension from the university will result in the suspension of the scholarship.

  1. Scholars must maintain satisfactory academic progress.
  2. The scholarship is tenable only in Malaysian universities and research must be carried out in Malaysia.
  3. Scholars are not allowed to take any paid employment during their tenure without written approval.
